Together with ISG, GEFRA and Kovalis we've been supporting the ERDF- and ESF-support in lower saxony - from evaluation plan to monitoring and evaluation

 

The lower-saxonian multifund programm of the period 2014 to 2020 is the only joint programm covering ERDF and ESF in Germany. The work of the ongoing evaluation comprises the following modules:

  • Developing the evaluation plan
  • Monitoring
  • Evaluation
  • Communication on study designs, results and other ongoing tasks


Monitoring comprises drafting the annual implementation reports, contributions to the national progress reports, data analysis and ad-hoc-reporting for the Managing Authority.

Evaluatio work mainly consists of an evaluation per priority plus special studies. IfS is responsible for the overal coordination of the work, the ERDF-related monitoring plus evaluation of ERDF-priorities 3 (reduction of greenhouse gas emissions) 4 (sustainable and environmentally friendly development) plus ESF-priority 9 (investment in education and training). Evaluations are theory-based, with varying designs and ways how programme theories are being used.

Furthermore, IfS carried out a special study on sustainability. Another study on "good work" is on it's way.

As a subcontractor to Applica, IfS is reporting on the evaluation activities under ERDF and ESF both in Germany and Austria

Acting as reporter for Germany and Austria, IfS is collcting the evaluation studies published by the managing authorities of ERDF and ESF in Germany and Austria. The studies are being systematically assessed according to predefined criteria. The analysis and synthesis is done centrally by Applica. Results also feed the evaluation database, which is presented on the Info-Regio pages.

The evaluation helpdesk comprises also other services, like for instance Summer Schools. IfS has been contributing to some of them.

Strategic and operational planning - ERDF Berlin 2014-2020

We continue to support ERDF implementation from strategy development to implementation - also in the 2014-2020 funding period

In a first phase of this project, IfS supports the development of the Berlin strategy and of the Operational Programme for ERDF. After approval of the OP, we provide ongoing support consisting of analysis of monitoring data, support in drafting reports, in depth analysis and evaluations.

Strategic and operational planning as well as accompanying research of ERDF implementation 2007-2013 - Berlin

IfS supports the Senate department for Economics, Technology and Women in planning and implementing ERDF in the 2007-2013 period in Berlin

In a first phase (2006/07) IfS supported the development of the Berlin strategy for the structural funds and the ERDF strategy for the ERDF-Operational Programme of Berlin.

In the implementation phase (from 2007 onwards), IfS helped to develop the monitoring system to follow financial and physical implementation of ERDF support. Based on monitoring data, we draft the ERDF annual reports and inform the ongoing internal management as well as the Monitoring Committee with specific analysis.

Furthermore, we do an annual in depth-evaluation of selected issues. Topics covered by annual studies were: N+2-problems in ERDF implementation (2009), Contribution of ERDF to developing industries under the master plan industrial development (2010) and a study on strategic options for ERDF (2011).

ERDF ex-post-evaluation 2007 - 2013, work package 13: Geography of expenditures

As German national expert, IfS participated in the work package 13 “Geography of expenditures” of Cohesion Policy ex-post-evaluation 2007 – 2013.

The study on “Geography of expenditure” was one of the Work Packages of the ex-post-evaluation of Cohesion Policy programmes 2007 - 2013, which focused on ERDF and Cohesion Fund. Its purpose was to collect data on the 2000 - 2013 cumulative allocations and expenditures at NUTS-III- level of EU regions and by investment priority.

The main contractors, wiiw and Ismeri Europe conducted data analysis of existing databases and identified data gaps and problems of availability. As a next step, missing data was collected and/ or estimated by a network of national experts, in which IfS was responsible for Germany.

The project gives some first insights into the distribution of funds and trends over programming periods. The data collected and estimated in the study is stored in easy - to - use databases to make the information available for further analysis by the commission, the research community and the general public.

ERDF ex-post-evaluation 2007 - 2013, work package 10: Urban Development and Social Infrastructures

IfS was part of the ERDF ex-post-evaluation 2007-2013 in the fields of urban development and social infrastructure.

The study looks at ERDF assistance for projects in the fields of urban development and social infrastructure. It is part of work package 10 of the DG Regio's ex-post-evaluation of the 2007-2013 programming period.

The evaluation first analysed the European Commission's monitoring data of 115 selected Operational Programmes. This was combined with findings from document analysis and interviews with managing authorities and project implementing organisations.

The result is the first systematic study of ERDF assistance for urban development and social infrastructure.

Expert Evaluation Network

We reported about ERDF implementation in Germany for the European Commission's Expert Evaluation Network.

The Expert Evaluation Network analysed the performance of ERDF in the 2007-2013 period on behalf of DG Regio. Main contractor were Applica (Beglium) and Ismeri (Italy). IfS was part of a network of experts from all EU member states. Each year a policy paper and a country report were prepared. The topics of the policy papers were:

- innovation policy (2010)
- renewable energy (2011)
- financial instruments (2012)
- job creation as an indicator in ERDF programmes (2013).

The country reports provided an overview on ERDF implementation in Germany. Based on the country reports the core team produced synthesis reports. Network meetings were held to discuss procedures and drafts.

Evaluation of the main achievements of Cohesion Policy programmes and projects over the longer term (case study North Rhine-Westphalia)

IfS analysed the effects of ERDF funding in North Rhine-Westphalia since 1988 as one of 15 case studies in the EU

The evaluation of the main achievements of Cohesion Policy programmes and projects over the longer term was conducted by an international project team, coordinated by the European Policies Research Centre (University of Strathclyde, Glasgow) and the London School of Economics. IfS prepared the case study of North Rhine-Westphalia. This included

  • Document analyes (especially programme descriptions, reports, evaluations)
  • Interpretation of funding data
  • Interviews
  • Workshops

The case study shows how ERDF funding helped structural changes in North Rhine-Westphalia and especially the Ruhr area since 1988. It also becomes clear that regional policy was adjusted.

All case studies and the final report can be downloaded on the website of DG Regio.

Strategic Report 2012

IfS was drafting the Strategic Report 2012 on Structural Funds implementation Germany on behalf of the Federal Ministry of Economics.

In 2009 and 2012 EU member states needed to report to the Commission on implementation of their Structural Funds programmes. IfS was drafting the Strategic Report 2012. The report covered both ERDF and ESF.

Information basis was data provided by the Managing Authorities with their annual reports complemented by additional information collected on specific issues.

As a result, the strategic report shows amongst others financial implementation, physical results and evaluations undertaken until 2012.
